Ordinary external case
The operator records the exact version, checks and reason, then manually chooses accept, decline or changes requested. Acceptance still requires a separate public-release workflow.
The founder cannot be his own final editor.
Lluis Eriksson is founder, registry operator, responsible editor and data controller. ARR does not use the company title VD/CEO while no such legal office exists.
Founder or editor conflict
Authorship, recent collaboration, supervision, close relationships, financial interests or disputes trigger recusal. An operator accept becomes provisional until a named independent editor signs.
Appeal
The original decision-maker cannot be the sole appeal reviewer. An unavailable independent reviewer means the case remains private or is declined without implying low quality.
Transparency
Public records disclose relevant founder relationships. Once the pilot has activity, ARR will report aggregate decisions, appeals, conflicts and reversals without exposing private submissions.
